Bulk Loading Rates

We have a use case where we engage multiple partners – rates are updated once per year and the new rates loaded – old rates need to remain in place for those projects already in flight so there will be multiple versions of the rate card – or to explain in another way – each resource will have multiple rates with effective dates assigned within Project Online. Will your tool do the bulk loading of the new rates?
