Can you ensure that the latest version is installed as an update was released last week, see https://nearbaseline.com/2014/08/bulk-edit-v1-0-4-update/ for more info on how to check for an update.
Once installed then you should be able to edit projects even if this error occurs, so please confirm if the loading message does disappear now.

I have been able to reproduce that particular “Error getting project count” and have found it is due to some custom field / project data in the OData feed that is not handled well in XML. Keep an eye on my blog as I’ll post something there if I find a fix.
Fortunately that error should not affect the update of projects in Bulk Edit.

I have just submitted a large update to Bulk Edit for approval by Microsoft, it contains a number of bug fixes and some new features, specifically I do think one of the bugs fixed may have caused the behavior you are experiencing so please check back here over the coming week for when the update is available!

Sorry to hear that, that certainly shouldn’t occur as regardless of how many projects you have in the system Bulk Edit will only load 20-30 at a time.
Meaning that the issue is likely to be caused by something preventing the data from loading, are you getting any errors in the first few seconds of the load? Also are you able to press F12 and select the “Console”, do you see any errors displayed?
I am currently preparing a new release with some bug fixes that I have had to make due to changes in Project Online, so it is possible this is affecting you, if so that update should be out in the next week or so but any information you can provide would help.

I have considered adding support for changing the Owner in the past, the implementation is different to any other field so that’s the only reason I didn’t do it originally, however it’s a useful feature so I’ll try and include it in the next update that I am working on right now!

Can you confirm something for me; does the Invalid XML error occur on initial start-up only or on every time you either click the reload button or modify the filters?
That does sound like an issue fixed in the last release (v1.0.3.2) but in that case the projects never actually loaded.
Otherwise with the projects not loading, are they different in any way to the 21 projects that do load? For example are they master projects, or another special type? Master Projects are not supported by Bulk Edit, but all normal Enterprise or SharePoint task list projects should work.
Finally are the projects missing Published and visible in Project Center normally?

I did some further investigation and was able to reproduce your initial error with the page stuck on loading, however the console error was different. But regardless I have published a bug fix for this which should be deployed through the app store in the next few days. (v1.0.3.1)
Please update your version once that is available and let me know your results.

Firstly I have seen the problem you describe with forever loading, if you refresh the page or click the reload button does it ever then work? Also can you tell me does it show you the field picker at first without issue?

Cut and Paste support is specifically designed to work from one project to another in BulkEdit, as it does not interact with the users clipboard. So I do not expect that to work as it is not something I have specifically tested.
However it is a great feature suggestion that I will definitely add the list of things to add in a future update.
As for the error, that sounds like an intermittent failure due to something like connectivity, for example it may have timed out. Bulk Edit is designed to retry and resume if possible so as you were able to update projects otherwise I’m going to assume that is the case.

This issue sounds similar to one of the known issues, have a look at the resolution steps below and let me know if they help:
Issue: No projects are loaded and no error message is shown
Error Message:No projects are loaded despite there being many published projects in PWA, additionally no error message is shown.
Cause:
This may occur if Bulk Edit does not have permissions to load projects. This could be due to a failure in assigning the permissions during install, or if the App Management service has not been configured correctly for Project Server.
Resolution:
To ensure that the App has the appropriate permissions, open Site Contents and from the Bulk Edit app, check the permissions from the menu option (see screenshot). If this does not resolve the issue, an your are running on an on-premises installation, then try to install another PWA App such as Holiday Sync in order to determine if the App Management server in your SharePoint farm has been correctly configured for Project Server.
